Roundup Power Project
The Roundup Power Project is a two unit 780 Mw pulverized coal-fired facility, located 35 miles north of Billings, Montana.
It is located adjacent to the Bull Mountains Mine with a reserve of about 2
billion tons of high quality coal. This mine-mouth plant is equipped with
dry scrubbers, SCRs, and pulse jet baghouses for emission controls.
FGS &
Associates, LLC was engaged as the overall project manager for the Roundup Power
Project. Our responsibilities
were to conduct an initial feasibility study and subsequently, to prepare
applications and obtain all permits for the
project. The initial feasibility study included a fatal flaw analysis,
corrective action plan, market analysis, and economic evaluation.
FGS
conducted the following major activities as a part of the project:

Strategic and tactical planning and management of all activities.

Establishment and management of government affairs activities with all
appropriate government and regulatory offices.

Preparation and management of all activities for the Air Quality Permit, MACT
Letter, water permits, and the Environmental Impact Statement; all were
approved and obtained.

Management of appeals and legal challenges, providing expert witnesses as
required; all appeals and challenges have been successfully defended.
- Air
modeling including CALMET/CALPUFF/CALPOST for regional haze analysis.
- Public
relations including presentations to public groups and to various Montana
legislative committees.

Management of all transmission studies with the appropriate transmission
owners.

Preliminary engineering, BACT, MACT and economic and construction cost
evaluations.
